Fixie from Target - safe to commute with?


hi,

thinking of buying magna white/silver/lime fixie target:

reasons purchasing particular bike:
1) cheap, if gets stolen, don't lose (bikes being stolen high chance in city parents not want me have nice, expensive bike. ideally, i'd want road bike, it's expensive, , we're kind of iffy buying craigslist).
2) brother's bike, rhino outreach (probably weighs 60 lbs) heavy me (half weight) looking extremely light-weight bike. bike heavy going uphills bike few weeks made knees hurt.

i've heard bad reviews target's fixie, arguments because it's not real fixie.

don't care if it's real fixie or not. i'm not buying own "fixie". i'm buying light weight , price. main concern is:
safe ride around city , commute work everyday (10 miles roundtrip of path through residential areas)? example, bike parts fake broken while riding, brakes don't work enough run intersection, wheels have no grip bike swerve car lanes, etc.?

feel pretty safe riding rhino 60 lb bike, if "fixie" feels it's safe enough commute (through traffic, uphills , downhills) , can pack on lot of miles (10 miles/day, 5 days/week), fine.
