Formula for reducing the supplied DC voltage by half.?

if want voltage without drawing current, 2 resistors of value in series can used voltage divider. if 24 volts accurate, pair of 1,000 ohm resistors in series give 12 volts across each resistor.
if want draw current 12 volt tap, need know current drawn, , if current constant, light bulb, or vary? if it's constant can use ohms law calculate series resistance , how many watts needs dissipate. if current vary, such motor, need active regulator. if current low, under 1-2 amps, simple regulator can used, consisting of power transistor, 12 volt zenar diode, couple of resistors , electrolytic capacitor, , heat sink. more complex systems available depending on situation.
if have 24v dc supply, want 12v it.
