Why is the rocket attached to the NF-104A high altitude aircraft angled?

came across modified f-104 starfighters used training , noticed rocket attached @ angled upwards (depends on how @ it, left right (nose left) appears upwards).

venture guess, when rocket fired, aircraft's air based controls unable react, rocket angled perform upward arc.

angle work off angle of attack of wings? when rocket level angle of attack of main wings increased angle of rocket in relation datum line?
