How do teams 'qualify for world cup qualifying'?

fifa's world cup have 2 stages: qualification stage , final stage.

teams not qualify world cup qualifying stage.

association affiliated fifa may participate in world cup qualifying stage representative team, have undertake several measures, , how decided if can take part or not in stage.

have comply fifa statutes, accept refereeing matters , fifa's right use logo or images, participate best possible team, have fair-play, , obliged fulfil several requirements, stadiums conditions many other aspects goes shirt , colour numbers.

why fifa such things? principle of equality. since there more fifa members united nation members, there wealthy , poor members. in qualifications, @ least of them take part unified basic criteria.

when give examples san marino, bhutan or montserrat because 1 association fulfilled criteria , other did not. or because did not register qualification 1 reason or another.
