1999 5.7 vortec timing?

ok. i've got '99 gmc suburban 5.7 vortec. issue i'm having somehow timing goes 180 out. turn crank shaft till feel air on finger, line dots on timing gears , make sure rotor pointing number 1 plug. understand that's correct way time it. after , try start , cranks won't start. go , pull number 1 plug , feel air once again. but, here's weird thing. when @ dots on timing gears crank @ 12 o'clock it's suppose cam gear @ 12 o'clock instead of 6 set , rotor pointed number 8 plug. how possible?
