Meyers Parrot. Bites, Help?

took in meyers parrot knew, who'd had issues bird. he'd purchased parrot, adam, daughter when young , apparently had been fine months, when out of blue, ran @ mans hand writing , bit him hard. after that, bird started biting. bit everyone, , scared family away him. he's been locked in cage @ least 5 years, if not more, being let out because attacks , bites @ cage whenever comes near let him out.
know how him. i'm not green when comes birds, having owned meyers before, no expert , wanted advice out there. entire family felt awful having him stuck in cage, didn't know , scared of him.
thank advice. also, cage has slots in open food , water, , turn head , bite bars in warning when feed him.
i've had him few months , not improving. talk him time , give him new toys won't let hand near him. i've been bitten, hard, him few times , haven't reacted.
