Neighbours not allowing access to back passage way?
i'm asking on behalf of father in law. bought end terrace on row of 4 houses - there passageway leading down gardens ( furthest away let's call number 4 ) father in law has been using passage take out bins, , bring dogs in after walks.
whilst doing has encountered problems number 3 ( next door neighbour ) have no fence on garden , leads straight onto passageway have dogs have run freely along passageway using toilet , attacking father in laws dogs - anyway, father in law has not said instead neighbour has complained not father in law walking through garden ( though technically passage way ) anyway has said cannot use , has sent letter claiming solicitor saying have no right of way , breaking law walking down there , has expressed particular concern dogs should not allowed down ( though run freely ? )
question, father in law have right of way access property .. in particular can take dogs down there ? possible feeds can't ( neighbour has said says in deeds although not sure how have access father in laws deeds ) , lastly, neighbour have obligation fit fence problem can resolved ?
advice appreciated man has used threatening behaviour , making life difficult father in law , gf .. thank in advance !
edit: i've spoke father in law has looked @ deeds , has access property via passage way ??
