"May we contact this employer" on job application ?

filling out online job applications several grocery stores , department retailers (target, food less, costco ex..), still employed ..is okay if check "may contact employer" box on application. working temporary labor recruitment agency , extremely sensitive giving out information, , job verification through fax.(what mean ?)in other words if employer or company wanted contact current employer not greeted well. can , affect changes of being hired ?
if, hired or considered job, able contact employer ?
process 1 should take when applying job while still employed? information employers seek when conducting employee reference checks ?

young , inexperienced, not know how hiring process works. temp-agency unprofessional, , not care employers.
