Can a Dragonborn Fighter in D&D cast spells?

depends on version of d&d you're playing:

in 4e, take arcane initiate feat multiclass wizard (giving him wizard at-will spell encounter power) , subsequent power-swap feats swap out fighter powers wizard ones. become hybrid fighter/wizard (from phb3) , mix-and-match likes.

in 3.5, multi-class, gaining both fighter , wizard levels (and possibly enter eldritch knight prestige class dmg or spellsword complete warrior). possibility (albeit not available low-level adventurer) obtain ring of spell storing , have ally cast spells it.

i'm play d&d 9 year-old brother , class/role like, wants cast spells. can't remember if fighters can learn spells, think can?
