My cockatiel is a meany!?

hello. got cockatiel 5 months ago, , he's mean! i've tried everything, giving him millet, talking him, whistling, etc... he's mean. admit sometimes, when go cage , talk gently him, sings me , comes closer, trying mimic voice , i'm saying. got him when grown, knows how beyond me. when talks can't tell he's saying. i've heard yet possible "i love you" , definite "pretty bird". says few other things jumbled make sentence don't understand. anyways, have chase him around cage him out! it's such hassle , when try tell him 'step up' bites finger , hisses. although, ive noticed doesnt bite, more or less pecks mouth open wont bite down , im not sure why. maybe he's scared if bites me ill hurt him? anyways he's scared of hands when bring face close him , give him eskimo kisses or he's fine. refuses bite face unless he's mad. woman worked @ pet store told me take him out of cage, if have chase him around so, , let him sit on lap or shoulder hour each day while im watching tv or on computer. doing stopped when realized wasn't making difference. doing traumatizing bird. tried reading him didnt change anything. have bird in house, sings, , hisses , tries bite, , hates me. , wish make him me, otherwise whats point in having bird can't touch , never happy? i've raised wild injured blue jays , black birds, , easier thing. don't understand, because i'm great animals, not one. don't know anymore. appreciated!
