How to have a small sweet 16 party?


okay have lot of questions let me tell things first:
birthday in summer.
don't have lot of money.
never had party want special.
amount of people 5-8 people. girls.
want have party indoors.
i'm hoping have in new house(i'm moving basement lol)
age group 11-16
okay questions:
1) kinds of finger foods should have?
2) how long should normal party be?
3) should if want 3 of friends sleep on , don't want rest know( since house small)
4) activities can together?
5) want have finger foods first couple of hours in party, filling foods pizza or something.. okay?
6) how should decorate?
7) party favors childish? if not can put party favors inexpensive?
