What are the basic steps to modernize the walls/wallpapers in a small house?


bought house built around 1960s want re-decorate starting walls. i'm no expert in diy therefore dont know start? looks walls covered wallpaper on ground floor, on first floor they're wallpapered , painted on it. please tell me steps have new modern wall paper or plaster? how long take? may consider paying professional first want find out basic steps see if can ourself save money ! many !
p/s: it's detached house 3 bedrooms on 1st floor, lounge , kitchen on groundfloor. around 100 sq metres in whole.
