Is the IPCC policy-neutral?
ipcc describes on website as: "the work of organization therefore policy-relevant , yet policy-neutral, never policy-prescriptive." http://www.ipcc.ch/organization/organiza...
i'm not sure if can argued, main thrust such statement , goal of large reports produced ipcc give credibility not scientific robustness strong air of objectivity. in other words, ipcc wants seen advisory body not advocacy group.
rajenda pachauri, head of ipcc since 2002, has repeated on many occasions own political views on how handle climate change issue through co2 emissions reductions.
no different previous ipcc chief, sir robert watson. might say, that's individual's own personal opinion. here 1 of quotes: "when chairing ipcc optimistic we'd have global agreement limit emissions, though knew difficult. hopeful emissions not go @ tremendous rate rising now." http://wwwp.dailyclimate.org/tdc-newsroo...
notice words "we all". think refers to? think ipcc objective in reports? summary policymakers? leaders?
