Topless sledding in germany: what is the need to become semi-nude?

there different things here:

"semi nude bob sledding" 1 time per year event , "wacky", crazy , goes naked bob sledding when freezing cold outside ? has right emberass himself , people watch not because showing boobs think absurd , women make complete idiots out of themeself.

germans have strange relation "natural" or "bio": try "as close possible" nature": german oak, german forrest, walking , trekking ("wandern"), biological food, alternative energy/solar power/wind power, bio food/ecological grown food, ....

in 20's after ww strong movement "nature" (called "reform movement") , included movement called "nude" called "free body movement" in called "nudist movement". there special areas , seperated beaches walked around nude (every age).

changes in society of 70's (hippie/anti vietnam/ birth control pill) became mainstream. not unusual women sunbath topless in public pool areas or in public parks , not illegal, moment complain put bra on. case in other euroepan countries e.g. italy/spain/france.

impression germans run around naked time wrong: long tolerated people around ok, when complains or ask cover (or move somewhere else tolerated.)

is ok germany law people can appear nude in public?
