plenty. here few examples:-

government ministers "ministers (servants) of crown" notionally boss. queen ministers (particularly "prime minister") tell do.

ordinary members of parliament servants of people. notionally responsible constituents of them obey party whips, follow orders prime minister. "the people" can exercise power on these "employees" every 5 years, when have opportunity sack them bad performance (general elections).

trade union leaders not more powerful employees. can seem if union has strong , charismatic leader (eg. arthur scargill), no means common in tu movement. union leaders focus of power of body of members , cannot force issue without permission - or can deselected or sued.
in fact there no such thing "trade union leader". term invented press , implies "fuhrer-like" power not exist in functioning union. these people general secretaries, or similar title, , job carry out wishes of membership. different legal relationship of state citizens; relationship true handing on of power people government (acting custodian of state).
