What's a good way to get the word out that my son's school does not tackle bullying?

7 year has been bullied @ school @ lunchtime bigger boy on year. school has done nothing. lack of empathy staggering. addressing putting on increased supervision , giving son counselling (which useless because won't talk counsellor) , keeps happening. enrolment coming , make sure prospective parents know how hopeless principal , school not protect child bullying if happens. ideas how can word out (legally - or @ least without getting caught)? talk many mums can don't want though on vendetta - though am.
