Why do NYC busses and trains turn on the cold air in the winter?

has thermostats.

on buses if thermostat reads temperature around warm fans bring in air outside without warming it. of course, there possibility thermostat not working or bus operator doesn't have proper controls set.

honest can't recall being on cold bus in nyc.

on trains have same situation although appears thermostats in each car never maintained or set plain air coming in ceiling vents , no heat heaters under seats. there have been times train operator or conductor don't turn on "air comfort" controls - why? - haven't clue.

have been on trains cold have been on trains heaters working fine. 1 problem when train doors open cold air rushes in , 'overpowers' heat buildup has occurred point. time warmth felt train has stopped @ next station , doors open again. there isn't can done that.

cold air feel not being chilled air conditioning rather air outside (which cold).
