Child behavior issues in the classroom?

teach group of 3rd through 5th grade girls @ church. have 16 girls (and growing) in our class. have adult helper helps me out in class. there weeks seem have lot of behavior problems (depending on seating arrangements, , present in class). here behavior issues have problems with:

talking person next them while teacher (thats me) talking/teaching lesson
laughing/giggling during prayer time
talking instead of working on activity page or other class activity
student finishes activity page , gets out of seat (without permission) , starts goofing around friend sitting @ table causes distraction whole class , ends causing more of girls act up. (this happens 1 student in particular)

of behaviorial issues have in our class. best deal these issues there times when don't know how address behavioral issue.

here example of behavioral issue had week.

had new student visit our class (just checking out). sitting @ table , being polite , on best behavior. got distracted , somehow (not sure how happened) went on other table (without permission) , started distracting 1 of other students trying complete activity page. silliness started occur , other girl started chasing 1 of other students around class. considering girl new didn't correct (maybe should have) did ask stop.

have ideas or suggestion on best ways deal behavioral issues in classroom age group?
