Youtube videos loading extremely slow. Please Help!?


think it's isp's (u-verse) throttling our youtube videos because can play same 1080p video on t-mobile note 2 4g fine. play video's in note 2's web browser in 1080p , not youtube app it's same exact websites desktop.

i've tried numerous videos test theory , results same.. smooth on t-mobile , bad on home connection(pc, laptop & tablet). strange thing videos youtube test video play in 720p normal , others can't load in 240p on u-verse connection. netflix, hulu , other sites play fine problem affects youtube aware of.

normally can play videos @ 1080p without buffering, videos @ 240p load extremely slow , can't watch them without having pause video , come later. , cleared cache, that's not problem.
