How to make a website? Is it expensive?

want make dating/social media network people parents. mother contracted herpes when dad cheated on month ago , she's finding hard find date. want make site solely people unlucky enough disease(and other diseases can't cuted) whether born it, got loved , thought loved them , else in between. want safe haven people common factor in life.

i'm not sure if there other sites people want make 1 very... modern. want blend of cafemom , facebook.

here features want:
>i want users able make groups , post... well... posts in group others can comment on , group members can see. (this feature on cafemom enjoy)
>i want people able make profile (like ones on facebook) bios, they're looking for, pictures, location , whatever else feel need post.

advertise pamphlets left @ clinics , support groups. how advertise online?

reeeeeally want make website look... modern. don't want cheap forum or because isn't is. it's social media network should used find similar friends, people date, support groups and... well.. help. because deserves place can feel safe , not judged.
