If light cannot be stopped then why is the bottom of the ocean completely black?

not physicist, has baffled me. if light cannot stopped , has no mass @ rest way suns light unable penetrated ocean water , reach bottom? must stopped. , know basic , reasonable answer is reflected up, why penetrate depth , not way down? , if light reflected not mean substance in liquid state light cannot penetrate , therefore momentum of light absorb , or stopped, speeding bullet hitting surface of water or human diving it?
