Why does Canada treat it's natives so special?

in canada, if native or have native blood, what's known green card. means because of race, special priveleges such not having pay taxes rest of life, free education including post secondary education, more health benefits , more. why? isn't kind of apparthied? told reparations white man taking thier land , forcing them integrate society, not culture, in colonial days. but, people suffered long, long dead , no longer suffering. decendants of these people reap benefits of modern, advanced society (tv, video games, indoor plumbing, etc.) while still retaining thier own native culture. why still grossly overcompensated being granted special rights , priveleges based on ancestry of people suffered? makes no logical sense whatsoever give special priveleges decendants of exploited people way of trying make it, thats punching todler in face , having great grandkid give grandkid million dollars @ thiwr grandfathers funeral because of it. it's lunacy on grand scale please explain me can understand..
