Someone explain the time differences for traveling?


flight details:

portland or, (pdx) ---> germany, frankfurt (fra)

flight departure , arrival...
5:40 pm --- 10 hours ---> 1:05 pm+1

germany 9 hours ahead of oregon time... so, arrival time (1:05 pm) account that? arrive in frankfurt, germany @ 1:05 pm or arrive there @ 10:05 pm? i've been trying wrap head around time , still can't figure out.
