What are the best interior design sites for a new homeowner on a tight budget?

i've purchased first house, , moving 600 sq ft apartment, it's rather sparse in there can imagine. on next few years, i'd make home. when comes design , such, struggle. when see , pleasing, can recognize it. plan put $200-400 monthly decorating. know isn't of budget, it's have work with. can please direct me resources might find best advice on how proceed.

also, i'm handy, comfortable power tools, , not afraid take on projects i'm inexperienced or new to.
