How to complain about hospital helicopter flight path?

helicopter above 500 foot legal minimum altitude , cannot identify number, make no real headway faa. non-pilots notoriously bad @ estimating altitude of aircraft flying overhead, , of course numbers cannot seen @ night. if live close helipad , climbing after takeoff or descending landing, there's less can since lower altitudes necessary accomplishing things. also, must understand if "life guard" emergency flight, going quickest thing, regardless of neighbors. if or loved 1 critical victim on board, that's you'd want.
