When I play my violin, it makes a scratchy noise particularly on the E string. What do I do?

have used rosin multiple times on horsehairs, scratched rosin knife rough up, , scratchy, not nice sound e. way can out it, pushing hard enough hair touch bow itself. have tightened bow instructed, , tuned violin told, , i'm not sure else do. people tighten bow 2 things, either # 2 pencil needs fit between horsehair, , bow, or tip of pinky finger. have done both, , gotten result. not sure do!
