Bicycle wheel question?700c,650c?

650c wheels 51mm smaller in diameter 700c wheels. means radius of wheel 25.5 mm smaller. impossible find brakes fit. smaller wheels put pedals 25.5 mm closer ground increasing chance of pedal strike. smaller front wheel change steering geometry of bike. there big difference between 2 wheel sizes make switch
edit: if bike big you, still big smaller wheels. might lower stand on height smaller wheels, length of top tube not change , still long

i have road bike came 700c wheels. can use 650c wheel on bike , fit? size differnce between 700c , 650c? know 700c have 622mm diamater or dont know how many mm 650c wheels.
