Will my SAT or ACT scores make up for my GPA?


i'm junior , having taken sat , act, wanted know if scores make okay gpa?

got 2160 sat (730 reading, 720 math, 710 writing)

, 35 act (34 english, 34 reading, 34 math, 36 science, , 31 combined english/writing)

got 8 on essay both tests.

know these scores, unweighted gpa 3.60 out of 4, , weighted 4.30.

want major in mechanical engineering , want go schools illinois, michigan, or maryland.
can scores make subpar gpa when apply college?
