(2013) Why is Youtube loading SOOO SLOOOW LIKE CRAZY?! (real crazy)?

internet isn't fastest thing in world can load pretty decently (at least 480p ._.)
2 days ago, notice video stops loading. (at 360p) @ first, thought simple slow connection , refresh... until nightmare happened (for reals)
how "nightmare" works
1: click on youtube video
2: page loaded pretty fast
3: video starts playing no sign of loading progress
4: video stops @ first few seconds , still no loading progress
5: stuck waiting several minutes , angry (censored)
weird thing internet speed normal , other video loaded (except youtube of course)
there times loading progress shows looks laggy , if internet more slower plate tectonics, cannot load 360p nor 240p video.
make simple, why youtube ruining life (not part of title)
tried far:
changing browsers (that didn't work)
cleaning cache (nor did that)
cleaning computer (oh dear lord...)
restarting (le sigh~)
if knows why youtube messing me, please response , tell me how fix can load @ least 360p without freezing, waiting 5 minutes, play 5 seconds freeze again.

buffering icon remove or something, don't see when video freezes.
don't youtube's server shutting down , stuff because been happening me 3 days straight...
