Is a 500k fine enough of a deterrent to stop AFL clubs from tanking?

problem see afl in it's wisdom has not done away priority draft pick. leads me believe clubs continue tank. hell of lot less obvious in future.

thoughts regard tanking fines + suspensions handed down afl. melbourne footy club should have least lost draft picks 1 season. lessor fine imposed draft picks looking in first place. after all. afl did dangle carrot in front of these struggling clubs @ time having priority pick there taking. have played part in clubs trying gain edge when draft picks time came around @ end of season.
