Why are school teachers never teach outside and just do what they were told?

when 9 12 elementary, middle, , high school years have these stupid standardize test state every year of our goddamn life except high school have these stupid regent test. , expect complete them in order graduate high school. told me need regents college found out didn't because useless when attended stony brook uni. nobody mention looking college transcript took me allot of times make @ suffolk community college. why teachers never teach outside , told?
