Will a step up transformer solve my Variable DC power supply problem?


picked variable dc power supply off of ebay. pictures, had standard plug. when received it, plugged in , tested it's accuracy meter (fluke 87). voltage on power supply -3 volts off , fluctuating between .3v , .8v. after looking @ label, realized power supply requires 220v @ 50hz , here in ac power in homes 110 @ 60hz. question is, step transformer fix fluctuation issue? p.s. seller listed dc power supply used , pulled working environment. no mention of selling as-is. , seller has sold quite few.
