How to deal with a hyperactive impulsive child?

elementary teacher , have been trying convince parents of child please seek medical or psychiatric him. has worst case of hyperactivity , impulsiveness i've ever seen. got out teacher informant rating scale on vanderbilt assessment (which have copies of) , scored off charts (adhd-predominantly hyperactive/impulsive subtype). scored on double points needed qualify himself in category.

disruptive class , feel blood boils everytime enters room because starts second walks in door , continues until second leaves. i'm talking 40-50 times day getting trouble (hurting others; grabbing people, making inappropriate gestures butt, interrupting every word comes out of mouth, not staying seated , running around, hurting in process, arguing other kids , bossing them around etc etc etc) patience on last 100+ days has worn extremely thin , i'm point bark @ him. miserable me , miserable rest of kids in class, doesn't seem phase him. it's skull made of impermeable concrete , cannot through him behaviorwise.

biggest problem parents refuse it. i'm told going "look it" 1 parent, other parent told me there no way first parent allow putting kid on medicine. advice on how handle him? need ideas on how deal since i'm not going medical support. strategies? or need go therapy every night handle frustration , through year?

these parents either turning blind eye or have no clue how bad is. think daily behavior calendar , emails , office referrals clue them how bad is, guess think kids that?
