Cant fix my bike brakes?

ages ive been trying fix brakes v type brakes stupid roller wont keep cable locked in keeps moving around brake lever goes limp , doesnt remain tension.
other brake fine noodle or whatever wont remain in housing not worn or broken roller try tighen it doesnt else can in simplest terms
