How come Montreal couldn´t?


few things started happening made montreal less appealing big business. namely:

- october crisis (1970)
- parti quebecois separatist party elected (1976)
- bill 101 language laws restricting english signs , rights (1977)

70s when saw major banks , corporate headquarters move montreal toronto. many anglophones moved out of province, many heading alberta due prosperity oil & gas industry.

hence, montreal lost of economic importance. without huge hydro-quebec electric projects, (now defunct) asbestos industry, , softwood lumber industry here, quebec have become poor region made of potato farmers , maple syrup producers.

keep toronto in economic importance? mean toronto smaller before, how come grew in comparison?
