In "The Moldau" by Smetana, how is water presented LATER in the work?

vltava (die moldau) not musical picture of river vltava (moldau german name), describes places , events along vltava's course. thus, includes polka - nothing watery that! later, when describing more turbulent stretches of river (@about 9:40) brass , percussion called upon.
doesn't matter recording listen to: orchestration remains same. whole orchestra 'represents water', in 1 way or another.

here's recording listened to.

can't decide whether if it's still flutes representing water or flowing sounds in string section, , percussion , brass.
