Acid/Base: how can H+ and Cl- ion coexist in a solution? would be neutral or acidic or base?

mean when hcl or acid ha(imginary acid) dissolutes
ha= h^+ + a^-
reaction reversible or straight reaction. concern why h^+ acid , a^- base coexist in same solution. wouldn't cancel each other out? why wouldn't solution base instead of being acidic
