mr d has said clubs need integrity officer ensure club compliance salary cap , drug related issues, name couple of target areas, , reporting directly club boards.

isn't employing under-cover detective , putting him in uniform see.... , avoid if necessary ? vote of no confidence in 18 club board's ability maintain club's integrity ? .... or creating 18 more jobs ex-players ?
