Why doesn't TSA allow water?

in news weekend going place scanners test liquids @ european airports, next year. , if place them in europe see them in usa , rest of world.

@ time, tsa , other security crews can not see difference between water , liquids can used bombs. therefor limited amounts small make efficient one.
once have passed security can fill bottle water , take on plane.
easy shoot holes in reasoning, tell us.

i bringing bottle of water on flight , wont allow me take through checkpoint. harm can bottle of water do? can't check make sure water?
