have question needing show parents birth certificate passport.

understand because born after 1986, need show parents birth certificate prove australian @ time of birth

why? because on birth certificate has mum , dad name birth place, isn't enough proof australian?

mum hasn't got birth certificate, has fill out form 1 before can apply passport , on birth certificate form has no put children's births, how mums birth certificate going prove australian when born?
