Why do public road construction jobs take FOREVER?


during beginning of summer, there major construction job started on 2 way 2 lane road. important road (route shortcut) point point b. 8 months later, section of road nasty , muddy huge fat 3 foot cones blocking off , traffic driving in zig zag lane (1 on each side) in middle. once in while, see people out there directing traffic , doing sort of work. why taking long? have ideas? it's frustrating!!! live in delaware way.
