Why some deaf people can talk and other can't talk?


people raised orally, raised sign language main way of communication, raised both. hearing parents of deaf children not learn sign language , give children option of learning read lips , speak. parents choose raise child sign, more common if child's parents deaf. in case, may not learn how read lips or speak.
deaf people have hearing aids or cochlear implants allow them hear , may choose speak because of this. choose speak if not have these devices. taught how speak , read lips, choose not because (understandably) not feel comfortable.
depends on raised , feel more comfortable with.
