Neighbor parking in front of house all the time?

have neighbor apparently (i counted) owns 5 cars family of four, , 1 of cars parked in front of our house, cant park there. have space, too, decided park basketball hoop in front, blocking space , therefore smooching ours. being neighbor am, didnt protest or anything, today decided use trash block limited space. should do? illegal?
